The EU needs to cut emissions by at least 65% in 2030 to honor the Paris Agreement objective of keeping global temperature rise to 1.5°C. In order to deliver the necessary emission reductions in a socially fair and cost-effective manner, a holistic and comprehensive approach towards the entire policy architecture is needed.

The aviation sector’s emissions have been growing much faster than other sectors around the world. At the same time the sector continues benefitting from numerous privileges in the EU, ranging from free allocation of allowances under the EU ETS, exemption from fuel taxes, exemption from VAT on international flights, state aid (e.g.
Option 1 (“full legal scope for the EU ETS”) is the best of the proposed option. CORSIA does not reduce CO2 emissions at all but only future climate compensation. The damage is already distorted, the concentration of CO2 in the atmosphere has increased with all the disastrous consequences it will entail. We welcome immediate actions to reduce Europe’s dependency on Russian fossil fuels in the face of its aggression against Ukraine. However, the EC’s proposal falls short in mobilising sufficient additional finance at the EU level and puts at risk the achievement of key environmental objectives.
We are concerned about this proposal, as it sends the wrong signal as to the Union’s determination in the transition to a zero-emission economy. Allowing investment in new fossil energy infrastructure would lead to an inherent conflict of objectives in REPowerEU. The initiative aims to reduce dependence on fossil energy and diversify energy supply.
