The EL*C welcomes the proposal of the European Commission to introduce Recommendations, focusing specifically on combating harmful practices against women and girls as well as the intersectional methodology adopted in line both with the Gender Equality Strategy and with the LGBTIQ Equality Strategy.

Inclusion Europe is the European movement of people with intellectual disabilities and their families fighting for the equal rights and full inclusion in all aspects of life of people with intellectual disabilities, representing 20 million people in Europe. Inclusion Europe welcomes the Commissions intention to prevent harmful practices against women and girls.

Trans people in the EU, including trans women and girls, are subjected to discrimination and violence because their gender identities and gender expressions deviate from gender stereotypes and social expectations around gender and the existence of the gender binary.

The European Women’s Lobby (EWL) suggests that harmful practices against women and girls should be understood in a broader way and include all kinds of violence against women and girls, whether it is because of the new forms of violence that emerged through the era of digitalisation and that was not necessarily foreseen in the Istanbul Convention - e.g.

Many EU Member States neglect a specific form of harmful practice against women and girls: reproductive exploitation. Also known as surrogacy, reproductive exploitation is the practice whereby a couple or a single person signs a commercial contract with a woman bearing a baby she would relinquish after birth. This type of violent practices is usually presented as a positive experience for women.

In the Czech Republic, transgender persons incl. transgender women and girls wishing to obtain legal recognition of their gender identity must undergo, as a precondition to changing their administratively registered gender, an invasive and irreversible surgical operation, including sterilisation. Such practice constitutes ill-treatment and discriminates against transgender women and girls and violates their rights.

The End FGM European Network (End FGM EU) represents 32 organisations across 15 European countries. End FGM EU strongly welcomes the European Commission’s initiative to adopt a Recommendation on the Prevention of harmful practices against women and girls.

Garance asbl welcomes the initiatives of the European Commission to address harmful practices against women and girls. Firstly, harmful practices are a form of gender-based violence, and gender-based violence is a harmful practices. Therefore, the two current initiatives on these issues should be developed together or even merged in order to avoid any gaps in the provision of rights and services in the EU.

Early experimental interventions such as drugs/synthetic hormones and brutal, irreversible and destructive mutilations are committed in the name of “gender affirmation.” We get one body. The European Disability Forum (EDF) welcomes the initiatives of the European Commission to address harmful practices against women and girls. The disability movement is very concerned by harmful practices taking place in the EU, including against persons with disabilities.

We hereby report the preliminary data of a project called IMAgiNE EURO, launched in July 2020 to document the quality of maternal-newborn care within the WHO European Region. The project is coordinated by the World Health Organization (WHO) Collaborating Center for Maternal and Child Health of the IRCCS Burlo Garofolo of Trieste, Italy in collaboration with WHO and over 60 research partners in 18 European countries.

The project is positively perceived by the Flemish Department of Welfare, Public Health and the Family (WVG). We share the importance of giving visibility to the prevention of this problem, which is still often addressed under the guise of cultural diversity.

The Slovak National Centre for Human Rights as a national human rights institution and equality body established in Slovakia welcomes the initiative. In the attachment we provide overview of relevant data and information concerning the issues of forced marriages, forced sterilisations and female genital mutiliation in Slovakia.

The initiative in principle is welcome. At present, however, the link with girls and women with disabilities is largely lacking. In addition to forced abortion or sterilisation, women with disabilities are affected by this issue. On the contrary, the risk for a woman with a disability is 2-3 times a victim of violence than a woman without disabilities.
