As the former UN Special rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance Tendayi Achiume has underscored, ethno-nationalism is an important driver and manifestation of racial discrimination in citizenship, nationality and immigration laws, policies and practices.

Legislation alone is not enough to eradicate racial and other prejudices, and there is a strong need to promote social cohesion from the grassroots of neighbourhoods and local communities. In short, residents of a neighbourhood or village nurture a sense of belonging and are determined to eradicate prejudices when they are able to cooperate, contribute and become protagonists of their local reality.

A Union of Equality: The EU anti-racism action plan 20202025 is an important step in the systematic fight against structural racism in the Member States. The Commission’s Action Plan has provided guidance and support to actions at national level to promote anti-racism and to launch the Action Plan “One Finland”.

The recent policy initiatives launched by the European Union towards this, such as the EU Anti-Racism Action Plan (2020-25) are a significant step to guide endeavours to make Europe a place where populations of various backgrounds feel they belong and have a role to play in contributing to its progress.
In relation to the implementation of the EU Anti-Racism Action Plan in Spain, from Fundación Secretariado Gitano we would like to provide the following comments: - We are concerned that Spain has not yet prepared or published a National Action Plan against Racism that complies with the guidelines established by the Commission, although the deadline to do so ended in December 2022.
