The current situation within the European Union is characterized by significant diversity in national firearms legislation. Despite European directives, which establish a common set of rules for the acquisition and control of firearms, each member state has considerable freedom to define its own criminal classifications and the sanctions associated with firearms-related offenses.

The Customs and Excise Department of the Republic of Cyprus supports efforts to improve the level of security in Europe by increasing pressure on criminal firearms markets. Criminals exploit the heterogeneity and shortcomings between the criminal laws of the Member States and try to move firearms or components through countries with lower penalties.

The Swedish Pistolskytteförbundet considers that it may be appropriate to issue a recommendation paper, as stated in Option 1. The uncontrolled proliferation of 3D printed weapons and the unauthorised reactivation of deactivated weapons are of course not desirable either.

CECIMO unequivocally condemns the misuse of additive manufacturing (AM), referred to as 3D printing in this consultation, for unlawful purposes and supports efforts to mitigate these risks. However, as discussions on potential policy options evolve, it is vital to make sure that the EU does not put unnecessary burden to the innovation and economic growth of this sector in Europe.

The Lithuanian Police supports option 2 (the legislative proposal on the main offences related to firearms). In our view, the following changes would contribute to strengthening arms control in the EU and to increasing public security: Revision of classification: Extend the scope of the Directive to non-lethal gas weapons, pneumatic weapons and other weapons in order to limit their access to non-lethal individuals.
