The draft should follow an escalation model for metadata requirements. The first step should be to use and test the existing Annex IV quality concepts, SIMS metadata and Eurostat transmission standards. Only where implementation experience demonstrates a persistent comparability, validation or revision-traceability problem should additional mandatory structured fields be considered.
At least 1.1 million people with intellectual disabilities live in segregated "care" institutions in Europe. Over 37,000 are in psychiatric hospitals. In 27 countries, few or no adults with intellectual disabilities live in their own place. In 17 countries, most of them live with their families, often for their whole life.
We welcome the opportunity to contribute to this public consultation. The availability, quality and comparability of data on population, housing stock and occupancy remain key gaps limiting the better use of Europes existing housing stock. Better data are instrumental to identifying and unlocking underused living space, matching existing homes with housing needs as part of the response to Europes housing crisis.
