In the Netherlands we have legislation that says "Open Source unless". Where unless is only in very specific cases. It would help the Open Source industry a lot when this rule would apply for the entire EU. Public money public code meaning that when a governmental organization spends public money is should try to spent it on Open Source and give it back to the public instead of buying licenses.

The initiative rightly frames open digital ecosystems as a pillar for EU tech sovereignty and resilience, and it explicitly calls for foundations that are open, interoperable and verifiable. However, the current outline remains largely strategic and does not yet specify the interoperability deliverables needed to make interoperability-by-design operational.
