This submission draws on Work Package 4 of the BridgeGap project, a Horizon Europe-funded study of how organisations actually fail at integrity, not just how they are regulated. Rather than offering general commentary on the proposed Directive, it translates five real-world breakdowns spanning defence, infrastructure, healthcare, sports and banking into eight concrete recommendations the Strategy could adopt.
