The Social Insurance Institution of Finland (Kela) is an independent social security institution under the Finnish Parliament. Finland has participated in the EU Disability Card piloting project and has thus participated in the EU Disability Card project as a recipient of applications and verified whether the applicant has a decision authorising the card to provide a service, benefit or support.
