•Enel welcomes the approach of the legislative initiative, aimed at strengthening the EU ETS, and the ambitious package of policies and measures to accelerate the just transition to a low-carbon economy. It is critical for the EC to adopt a holistic approach enhancing carbon pricing alongside complementary policies and measures.

CEWEP Ireland welcomes the continued exclusion of municipal and hazardous waste incineration from the EU ETS. There is no change in the definition for WtE in Annex I of the proposed Directive which continues to provide an exemption for hazardous and municipal waste. The exemption was introduced for good reason.

Enel welcomes the EU ETS Directive’s “Fit for 55” proposal of reform as it fits with the increased EU climate ambition and will help provide stable and predictable carbon price signals.

Enel strongly welcomes the Commission combined Evaluation Roadmap and Inception Impact Assessment for the review of Directive 2012/27/EU and amending Directive 2018/2002 on Energy Efficiency, as the “Energy Efficiency First” principle constitutes one of the main pillars of the EU’s fight against climate change and a successful and sustainable energy transition.

CEWEP Ireland supports the definition of ‘efficient district heating and cooling system’ in the revised Articles 23 and 24 of the EED recast. The stricter planning requirements and the obligation to follow up on comprehensive assessments on heating and cooling, including the promotion at local and regional levels, will be important for Member States such as Ireland where there is currently low levels of district…

Enel welcomes the EU Energy Efficiency Directive’s “Fit for 55” recast proposal. The proposed increase of the EU target to reduce energy consumption by at least 9% by 2030 compared to the projections of the 2020 Reference Scenario baseline seems appropriate to reach the 55% GHG emissions reduction target by 2030.

CEWEP Ireland welcomes the Commission’s decision to review the Energy Taxation Directive (ETD) and to provide an opportunity to respond to the public consultation on the Roadmap for its revision. This review is timely and necessary given the aims of the EU’s Green Deal. With this in mind, there is scope for the ETD to underpin the proposed measures contained within the Circular Economy Action Plan.

• All EU policies, actions and strategies should be consistent and deliver upon both the climate objectives and the sustainable development goals across the full set of their environmental, economic and social dimensions.

Waste to Energy (WtE) facilities treat household and similar waste that cannot be prevented, reused or recycled. Through the thermal treatment process, the facilities recover energy from the waste. The energy, categorised as partly renewable due to the partly biogenic feedstock, is defined as biomass under the Renewable Energy Directive. This energy can be in the form of steam, electricity or hot water.

The Enel Group strongly welcomes the proposed review of the Energy Taxation Directive. Such review has been long due. There is an increasingly urgent need to align EU energy taxation with enhanced climate and environmental objectives and take into account current and projected energy technologies’ development.
