Regulation (EU) 2015/2120 sets EU net neutrality rules and caps retail intra-EU call/SMS charges, and abolishes retail roaming surcharges. It applies from 30 April 2016, with roaming surcharge abolition from 15 June 2017. From 1 January 2029, providers must charge equal domestic and intra-EU retail prices, subject to implementing rules. The regulation is in force.
