The Waste Framework Directive (2008/98/EC, as amended) sets the EU's waste hierarchy, by-product and end-of-waste rules, and extended producer responsibility requirements. It obliges Member States to establish waste management plans and prevention programs, including food waste targets. The 2025 amendment adds textile EPR schemes, applying to small enterprises from 17 April 2029.
