In the light of the unfortunate experience of around ten or so rigged public contracts, it would seem appropriate to require the publication of ALL award decisions, even modest contracts (between 10 000 and 143 000), in order to have effective transparency, and to significantly facilitate the challenge processes (in Belgium, an action for annulment before the Council of State may take 5 years).

Many difficulties for SMEs in participating in public procurement. An example: a Luxembourg company often cannot submit a tender to a French market because the form requires the completion of a SIRET number to validate the submission, which it necessarily does not have at its disposal. Therefore, it is impossible to participate when the market is not normally reserved for French companies!
