As an environmental and human rights organisation PowerShift, we see 3 key challenges in the Critical Raw Materials Act: Enshrine reduction targets in Articles 1 and 25! The European Commission has recognised that, on the one hand, we are highly dependent on imports and, on the other hand, the global extraction of raw materials contributes to significant environmental damage and human and labour rights violations.

Thank you for the opportunity to give a feedback. 1.) The CRMA can signal politically that the Commission must act on setting this overall materials demand reduction target. It should prioritise demand reduction, sufficiency and circularity over primary resource extraction.So CRMA should not just focus on reacting to changes in the supply side but also actively influence the demand side.
PowerShift welcomes the proposal put forward by the European Commission (EC) as a necessary first step to achieve a sustainable and extensive regulation for batteries, accumulators and waste batteries. At the same time, we see the need for improvement of the proposed regulation due to the impacts of raw materials used for batteries throughout their life cycle on human rights, the environment and global biodiversity.
We would like to thank you for the opportunity to comment and welcome the European Commission’s commitment to more sustainable batteries in the context of the “Modernisation of the EU Batteries Directive”. Responsible sourcing of raw materials, sustainable use of raw materials in battery production, reducting greenhouse gas emissions in the manufacturing process and improving the circulation of battery raw materials…

PowerShift welcomes the Commission's plan to replace Directive 2000/53/EC with a Regulation on circularity requirements for vehicle design and on management of end-of-life vehicles (ELV), as the Directive has not been successfully implemented across the EU. So we support a stronger legal framework and ambitious circular economy in the mobility sector.
We must express our deepest concerns about this consultation. There is no evidence that establishing a CO2 infrastructure in the EU would help to combat climate change. On the contrary, it would undoubtedly cause additional CO2 emissions, thereby undermining climate protection efforts.
Building Resilience Through Accountability, Transparency and Demand Reduction PowerShift recognises the European Commission's initiative in establishing a European Critical Raw Materials Centre (CRMC). The CRMC has the potential to enhance strategic preparedness and expedite significant advancements in the raw materials sector, particularly with regard to circularity and global ESG standards.
We welcome the initiative of the European Commission and thank you for the opportunity to comment. Sustainable batteries are a key product of Europe’s energy and mobility transition. They must meet high climate, environmental, resource policy, human rights and social criteria and become part of the EU Circular Economy.
