The current EU Aviation Strategy must transition from a CO2-only focus to a holistic climate impact approach. Scientific consensus, including EASAs 2020 landmark study, confirms that non-CO2 emissions (such as NOx, water vapor, soot particles, and contrail cirrus) are responsible for approximately two-thirds (66%) of aviation's net climate impact.

In 2023, prior to the proposal of the upcoming EU Heating and Cooling Strategy, the Energy Efficiency Directive (EED) already introduced the requirement for Member States to develop local heating and cooling plans. This provision encouraged Fundación Renovables, ADHAC and ECODES to jointly create our own guidance document to support municipalities in designing these plans.
