1. Who is Caritas? Caritas, with around 740.000 employees and 25.000 institutions, is a central social employer in Germany, where the church employment contract guidelines (AVR) are applied. These ensure good working conditions, but lead to competitive disadvantages compared to non-tariff providers in public tenders. Free movement of persons is a cornerstone of the EU and must continue to be defended and simplified today. The free movement of persons is a fundamental right that poor EU citizens also enjoy. It is not possible to speak of abuse if low-income EU workers in employment benefit from the state support provided for them.

At a time of rising labour shortages not only in Germany but across the EU, the Commission’s proposal for a Regulation of 15 November 2023 on the establishment of an EU Talent Pool is to be welcomed in principle. However, the specific proposal for a regulation is not ambitious enough to improve labour and skilled labour migration effectively and significantly. Please find attached our full opinion.
