Culture Action Europe considers it essential that any measures aimed at simplifying rules, increasing data availability, or facilitating data sharing under the Digital Omnibus do not come at the expense of citizens cultural rights. With this in mind, we recommend: 1. Protecting creators rights in the age of generative AI. 2. Enabling cultural agency in data and digital governance. 3.

AI systems enable new opportunities in the cultural and creative sectors (CCS), but they also represent unprecedented threats to human creativity, cultural and creative rights, and working conditions. Within this context, Culture Action Europe (CAE) welcomes the European Commission's proposal for an AI Strategy for the CCS.

Culture Action Europe (CAE) is the largest European network of cultural organisations, networks, artists, activists, academics and policymakers, representing over 320 members across more than 35 different countries. As the only intersectoral cultural network, we bring together members and partners from all areas of culture to provide a voice for culture. We consider culture foundational.

Culture Action Europe welcomes the development of the European Innovation Act and emphasises that the essential role of cultureboth as a sector in its own right and as a catalyst for othersmust be fully embraced in the regulation.

Culture Action Europes contribution focuses on a widespread problem: much of cultural work does not fit into a standard employment relationship. Artists and workers in the cultural and creative sectors often combine self-employment, short-term contracts and work for several organisations at once, while many existing labour protections still assume a more conventional workplace.
