City of Turku welcomes Commissions initiative and emphases that the EU procurement rules should be simplified and administrative burden should be reduced. Contracting authorities should be provided flexibility in carrying out public procurement. It is likewise essential that the regulatory framework enables the integration of environmental and social considerations into procurement processes.
