The current investment prioritization strategy adopts a top-down approach, which primarily benefits large Original Equipment Manufacturers (OEMs) across various industrial sectors. While this model aligns well with research infrastructures, it is less suited to technology infrastructures (TIs), which are intended to be shared broadly across the industrial ecosystem.

The approach proposed by prioritising investments is a top-down one. This will be of benefit for large OEMs in different industrial sectors. This approach fits more to research infrastructures than technology infrastructures that should be shared with industry. But to answer to the TI needs of the whole supply chain manufacturing companies (SME) of these industrial sectors, we also need a bottom-up approach.
