Europe is facing an acute and structural housing crisis, particularly in urban areas under high pressure. While short-term rentals can exacerbate local imbalances, the primary driver remains a persistent mismatch between housing supply and demand.

Counts here are a floor, never a total: they cover the 326 consultation files tracked so far (29,503 submissions, mostly 2025–26), so an organization's real filing history is larger, not smaller.

What they argued
C40 Cities welcomes the forthcoming Electrification Action Plan as a key component of the Clean Industrial Deal and the Action Plan for Affordable Energy. Electrification, when rooted in renewable energy and system flexibility, can power sustainable, resilient and equitable communities, reducing emissions, improving public health, and creating quality local jobs.
C40 Cities welcomes the development of a European Heating and Cooling strategy. The European Commission should develop a comprehensive, updated approach focused on heating and cooling that prioritises phasing out fossil fuels and transitioning to renewable energy systems.
The review of the Governance Regulation on the Energy Union and Climate Action is an opportunity to update the structure in which the delivery of European climate and energy goals is planned, monitored and reported.
