Regulation (EU) 2023/955 establishes the Social Climate Fund, providing up to €65 billion (2026–2032) to Member States for measures in Social Climate Plans. It supports vulnerable households, micro-enterprises, and transport users affected by emissions trading for buildings and road transport. The regulation applies from 30 June 2024. Member States must contribute at least 25% of plan costs.
