What they argued
Food waste constitutes a substantial proportion of municipal waste, in addition to the waste produced in production, processing and distribution. In landfills it is a source of the greenhouse gas methane, in waste incinerations it reduces energy recovery because of its high water content. Even more importantly, food wasted means a need to produce more food and food production has a huge environmental cost.
Zero Waste France welcomes the EU-ETS revision, but would like to suggest amending the EC proposal to include municipal solid waste incinerators in the scope of the Directive (Annex 1.2). Indeed, despite its growing carbon emissions, this sector is currently excluded, unless Member States expressly agree.
The concept of ‘dual use products’ is not in line with the definition of recycling The definition of recycling enshrined in the EU Waste Framework Directive (Article 3 (17)) excludes energy recovery and conversion into materials intended for use as fuel.

Zero Waste France is particularly concerned about the content of the draft implementing decision, which aims, in particular, to enable chemical recycling, and more particularly products resulting from a process such as pyrolysis, to compete against the objectives of incorporating recycled material into beverage bottles.

Zero Waste France would like to welcome the progress made by this proposal to revise Regulation (EC) No 1013/2006 on shipments of waste. However, the association must point to a number of shortcomings which undermine the ambition of a European Union (EU) engaged in waste reduction and the development of a genuine circular economy.
