The Central Association of German Construction Industries (ZDB) welcomes in principle the EU’s efforts to achieve the objective of climate neutrality by 2050. ZDB welcomes the introduction of a uniform payment period of in principle 30 calendar days in Article 1 in the business sector (B2B) and between contracting authorities and undertakings (G2B). For the construction sector, it is important, in Articles 2 and 3, to ensure that the existing procedure for acceptance or verification can also be maintained unchanged in national law.

In the course of both previous consultations, the CDB already took the view that there was no need to introduce pan-European minimum wages. In Germany, there are two functioning systems with the statutory minimum wage and the collective minimum wages, in particular for the construction sector. A third would put the existing balance out of balance and put at risk.

ZDB, the German Construction Confederation, does not support the set-up of a general and obligatory asbestos register for buildings requiring screening of all buildings. The mapping of all existingbuildings in an asbestos register requrires skilled people, specialised enterprises and is costly. The bureaucratic effort involved cannot be justified. ZDB only suggests mapping in case of sufficient probability only.
The CDB considers that the current EU legal framework is sufficient both with regard to the restrictions in Annex XVII to REACH and with regard to occupational safety and health legislation. The European Commission’s impact assessment correctly recognises that the main risk of asbestos lies in the HANDHABUTION of asbestos, i.e. when asbestos fibres are distributed during construction works, e.g.
