Decarbonising the district heating network is an essential building block for the Wiener Stadtwerke Group to achieve the overarching goal of climate neutrality by 2040. Please find attached the detailed feedback from the Wiener Stadtwerke Group on individual economic activities. This draft amendment to Delegated Act (EU) 2021/2139 supports the Commission’s objective of improving the usability and consistency of the EU Taxonomy criteria. For this reason, the revision of the DNSH criteria is in principle welcomed.

In the view of the Wiener Stadtwerke Group, the Commission’s proposal for a revision of the European Climate Law and the related 2040 climate target is a positive and necessary step to pave the way to EU climate neutrality by 2050. The Commission’s proposal supports the clear objective stated by both the City of Vienna and the Wiener Stadtwerken to be climate neutral in Vienna by 2040.

Although the roadmap broadly addresses the right questions, it omits to include the relevance of the local level and the role of gas DSOs in the transition. We will mainly comment on two of the four questions raised by the EC: 1. How should the hydrogen infrastructure and market be regulated in the future and which role should (gas) TSOs / DSOs play? In general, we miss the inclusion of the local perspective.
Wiener Stadtwerke welcomes the European Commissions work on an ambitious European Grids Package. The Commission rightly recognizes the critical role of grids for the achievement of the objectives of the Clean Industrial Deal. From the point of view of Wiener Stadtwerke, the points included in the attached position paper should be key components of the European Grids Package.
The Wiener Stadtwerke Group welcomes the fact that electrification is being promoted as an important part of EU energy policy. It should be noted, among other things, that increased electrification also poses challenges for the electricity grid, in particular in terms of grid expansion, controllability or integration of flexibilities.

The energy world of 2013, when the TEN-E regulation took effect, differed significantly from today’s increasingly decentralised, digitalised and decarbonised energy system. The recognition of sector integration as prerequisite for a cost-efficient achievement of the climate goals while also guaranteeing security of supply plays an important role in this respect.
The Vienna City Works Group welcomes the possibility of consultation and would like to draw attention to the fact that audits and collection of payment process clearances take place in large companies in accordance with the multi-eye principle and therefore take time. A hard payment deadline of 30 days should therefore not be missed.

The Wiener Stadtwerke expressly welcomes the designation of acceleration areas in which simplified permit-granting procedures apply and where duplication can be avoided by means of a strategic environmental assessment. Complex and lengthy planning and permitting procedures remain a barrier to the deployment of renewable energy and the associated necessary development of storage and grid infrastructure.

Over the last few years, the EU internal electricity market has largely been a success story, especially for consumers, and underlines the need for a functioning common European market.
