Decarbonising the district heating network is an essential building block for the Wiener Stadtwerke Group to achieve the overarching goal of climate neutrality by 2040. We therefore welcome the opportunity to provide feedback on the Commission’s proposal to revise the benchmark values for free allocation of emission allowances (2026-2030).

Please find attached the detailed feedback from the Wiener Stadtwerke Group on individual economic activities. This draft amendment to Delegated Act (EU) 2021/2139 supports the Commission’s objective of improving the usability and consistency of the EU Taxonomy criteria. For this reason, the revision of the DNSH criteria is in principle welcomed.

Wiener Stadtwerke welcomes the European Commissions work on an ambitious European Grids Package. The Commission rightly recognizes the critical role of grids for the achievement of the objectives of the Clean Industrial Deal. From the point of view of Wiener Stadtwerke, the points included in the attached position paper should be key components of the European Grids Package.

The Wiener Stadtwerke Group welcomes the fact that electrification is being promoted as an important part of EU energy policy. It should be noted, among other things, that increased electrification also poses challenges for the electricity grid, in particular in terms of grid expansion, controllability or integration of flexibilities.

The Wiener Stadtwerke warmly welcome the European Commission’s initiative to further develop the EU energy efficiency framework after 2030. A modern regulatory framework for energy efficiency is essential for a successful energy transition in an urban agglomeration.

The Wiener Stadtwerke expressly welcomes the designation of acceleration areas in which simplified permit-granting procedures apply and where duplication can be avoided by means of a strategic environmental assessment. Complex and lengthy planning and permitting procedures remain a barrier to the deployment of renewable energy and the associated necessary development of storage and grid infrastructure.

In the view of Wiener Stadtwerke, the planned amendment must take account of a clear distinction between regional and long-distance transport on the one hand and urban and suburban transport on the other. Urban and suburban services are characterised by high frequency and limited distances with relatively short driving times.

As part of the reform of EU rules on postal services, Wiener Stadtwerke welcomes the initiative to modernise and liberalise the delivery market. As the main infrastructure service provider in the Greater Vienna area, we offer city logistics solutions, in addition to reliable public transport or the supply of renewable energy to households.
