Mandatory minimum standards for buildings A mandatory minimum standard for existing buildings should only be defined as energy demand per m² for the most inefficient buildings and alternatively as CO2 emissions per m². The renovation of buildings above the minimum standard should be encouraged and not prescribed by means of subsidies.

For residential buildings, cost-effective generation (and intermediate storage) of distributed (solar) electricity must be ensured. In particular, in the case of installations up to 100kWp, support or direct economic marketing must be guaranteed. In addition, it must also be economically possible to market flexibilities for smaller generation units below 100kWp or pools thereof.

For residential buildings, a consistent implementation of district heating/cooling at competitive costs with district heating/cooling partners must be implemented where possible. In all other areas, heat/cooling must be electrified (e.g. efficient heat pump) and supported by efficient decentralised (solar) electricity generation.

Opinion on amendment MsbG, here: §30-35/§6 MsbG in conjunction with §5 or § 12 HeizkV basically welcome the fact that the draft makes more predictable into the business model. However, there are no fundamental aspects which, on the one hand, strengthen the necessary role of the wMSB. The complexity of implementation should also be minimised.
