Valmet thanks for the opportunity to comment in the Commission's proposal to update the EU packaging and packaging waste directive. Our first messages on the proposal are: Accuracy and Origin of Data In the Impact Assessment (Part 1/2, page 6), the greenhouse gas emissions (GHG-emissions) of paper & board production are reported as 809 kg/ton. The figure is not given any source reference.

Valmets views on EU taxonomy development 1. The EU Taxonomy is essential framework for assessing sustainable economic activities and promoting the selected environmental objectives in industry. Without the Taxonomy, each company would need to set its own sustainability criteria leading to complexity and inconsistency. 2.

Valmet welcomes the Commissions proposal to revise the EU waste framework to better incorporate aspects related to textile waste. Valmet supports extended producer responsibility for textiles to create the necessary economy for collection, sorting, preparation for reuse and recycling, in particular fibre-to fibre recycling, in the EU.

Valmet welcomes the Commissions proposal on the voluntary Certification of Carbon Removals . The Union needs a common framework for the removals; emission reductions only will not keep the EU on path with its Paris Climate commitments, and basic definitions and rules are needed before any larger take off of the removals can take place.

The Sustainable Finance Disclosures Regulation (SFDR) has been in application since March 2021. It is part of a broader package of sustainability disclosure rules adopted to deliver on the objectives of the Green Deal.

Valmet agrees with the objectives of the Single Use Plastics Directive (SUPD). However, as a technology developer and supplier, Valmet has repeatedly observed that the current definition of plastics under the SUPD discourages innovation and restricts the market entry of new products and technologies that could meaningfully reduce the environmental impacts of plastics.

As it currently stands the art. 42 (1) of IE-Directive is ambiguous and needs to be clarified. Valmet welcomes the European Commissions initiative to advance the circular economy and the proposal to define rules for calculating, verifying, and reporting recycled plastic content in single-use plastic beverage bottles, as planned in Directive (EU) 2019/904. One of the key elements in the draft is the inclusion of the mass balance accounting method for chemical recycling technologies.

Valmet considers it important that the European Commission is advancing EU-wide, harmonised end-of- waste (EoW) criteria for plastics. Such criteria are essential for creating a functioning single market for recycled plastics, and for providing the predictability and clarity companies need to confidently commit to new investments in Europes circular plastics value chains.
