A regulatory framework that would establish sustainable and climate-resilient carbon cycles can reduce greenhouse gases emissions and streamline solutions to capture carbon emissions from the atmosphere at industrial, farming and forest level. The TIC Council is an international trade association representing the third party testing, inspection and certification companies. The GPSD is a historic cornerstone of the Single Market. Nevertheless, it falls short of addressing the challenges raised by digital transformation, the proliferation of online sales channels and the shortcomings of market surveillance in the EU.

As the voice of the Testing, Inspection and Certification (TIC) industry in Europe, TIC Council welcomes the European Commissions initiative to evaluate and potentially revise Regulation (EU) 2019/1020 on market surveillance and product compliance at a time when the Single Market faces increasing pressure from rising e-commerce, complex global supply chains and uneven enforcement capacity across Member States.

TIC Council agrees with the European Commissions assessment that a timely application of the due diligence obligations is unfeasible under the current conditions. However, rather than postponing the obligations, efforts should have focused on addressing the underlying implementation failures that have made timely application difficult.
