The Sustainable Energy Finance Association (SEFA) welcomes the opportunity to contribute to the review of the EU Taxonomy Climate and Environmental Delegated Acts from the perspective of practitioners originating, structuring and financing renovation and small-scale clean energy projects in Europes buildings.

The 90% emission reduction target must be treated as a baseline, not the end point. To turn ambition into investable reality, Europe needs interim checkpoints, sectoral safeguards for buildings, and financing frameworks that crowd in private capital at scale. Without these, the path to 2050 neutrality risks being delayed and more costly.

SEFAs contribution to the Affordable Housing Act consultation highlights the need for a structural, supply focused approach to housing affordability. Our response emphasises the role of renovation, financing and delivery mechanisms in increasing and better using housing supply, particularly through the existing building stock.
