# In response to Question 1 (barriers to adoption and contribution): ## Using Open Source A major practical barrier: we cannot buy infrastructure "just in case", so there is nowhere to run FOSS without lengthy procurement. A lot of open source registered in government OSPOs (when they exist at all) is actually packaged in commercial products, which solves the practical problems but defeats the purpose.
