Based on the experience gained, as well as the first applications of DNSH in other instruments (in particular the NRRP), a number of challenges emerge: uneven application across funds; strong documentary formalism; late and unclear arrival of guidelines; overlaps with sectoral permits, slowing down and discouraging investments, especially small-scale ones.
