Position paper input on the EU Circular Economy Act The Province of Noord-Holland has set its target to become fully circular in 2050. We therefore welcome Europe’s mission to achieve circularity in 2050 and to become global leader in circular economy by 2030, as presented in the Clean Industrial Deal. Current developments however, show a different trend.

The state of BadenWürttemberg and the province of Noord-Holland, on behalf of the House of Dutch Provinces, welcome the initiative.

We support the establishment of EU-wide harmonised end-of-waste (EoW) criteria for plastic waste as a necessary instrument to ensure legal certainty, mutual recognition and the proper functioning of the internal market for secondary raw materials. Harmonised EoW criteria should facilitate the cross-border circulation of secondary plastics without the need for repeated national assessments.
In response to the call for evidence regarding simplification of taxes to support the enhancement of competitiveness in the internal market, without undermining the important policy objectives of the Directives concerned, it's important to also keep in mind and discuss how we can align fiscal incentives with the goals of an inclusive circular economy.
