Our full comments can be found in the attached document, but our main observations are as follows: Burning wood-based bioenergy does not reduce greenhouse gas emissions and does not contribute to improving the climate.

Protect the Forest would like to underline the urgent need for strengthened forest-related legislation across the EU and thus welcomes the Commission's proposed Forest Monitoring Framework (FML). The Commission has produced a somewhat strong proposal, which needs further improvement.
Despite some efforts and improvements, biodiversity in the EU continues to decline. We also see downward trends in Sweden: The Forest Agency writes: “Development in the environment is negative”. Many studies give a bleak picture of the state of Europe’s forests. The overwhelming majority of forests in Europe have low to medium ecosystem integrity.

The European Commission is charting the path to making the EU climate-neutral by 2050 and thus recommends a 90% net greenhouse gas emissions reduction by 2040 compared to 1990 levels. We agree that this is a needed minimum, and further underline the scientific proof that this can not be achieved without a fundamental shift within land use in general, and forestry in particular.
