For Category 2 NGT plants, the implementing act should ensure that risk assessment requirements remain proportionate to the characteristics of the plant and the potential risks identified. While many of these products could, in principle, be obtained through conventional breeding methods, doing so would often require substantial investments of time, resources and breeding effort.
The successful implementation of Regulation (EU) 2026/1388 will depend on a verification framework that is science-based, proportionate, predictable and workable across the diversity of crop species, breeding approaches and operators present in the European Union.
