I believe it is imperative that Europe through culture promotes our values of democracy, the rule of law and human rights. It is really inconceivable that the European Union will become complicit in the political and cultural Apartheid that currently exists in Cuba. And why do I say this? Through clusters, the EU is trying to connect European culture with that of the rest of the world.
