In principle, we support the Commission’s proposal to regulate NGTs, despite some not insignificant shortcomings. The proposal follows the call made by many experts for independent rules for NGT plants. NGT plants are no different from conventionally bred plants and therefore need to be exempted from existing genetic engineering legislation.

European plant variety rights, based on the 1991 UPOV Convention, have proved to be well founded in its basic elements. It provides a reliable framework for the protection of intellectual property in plant breeding, thus promoting innovation and diversity in breeding and agriculture. It is essential to maintain this framework in the upcoming review.
