The Natural Resources Institute Finland (Luke) welcomes the development of a European Water Resilience Research and Innovation Strategy and supports its ambition to strengthen Europes preparedness for climate, environmental and economic challenges. Water resilience cannot be achieved through isolated sectoral measures.
We thank for the opportunity to respond to the online consultation and want to raise the following points: 1) The Section ”Practical need for EU action” mentions the need “to reward foresters and land managers who implement land management schemes…”. However, it is unrealistic to assume that an EU level monitoring system, aiming at tactical level planning could support operational, stand level, decisions directly.
The Natural Resources Institute Finland (Luke) welcomes the preparation of the European Ocean Research and Innovation Strategy. A key priority for future European research and innovation should be the transition from sector-based approaches towards an integrated source-to-sea perspective. Oceans, coastal waters, inland waters, agriculture, forestry and land use form one interconnected socio-ecological system.
