In the opinion of the Ministry of Climate and Environment in Poland, the revision of the EU ETS should be used for the most comprehensive review possible as we are entering in the last period of the system functioning. The goal should be to prepare the most effective system. The key issues that should be discussed as part of the revision are attached.
The EU air quality reporting and publishing obligations should be analysed and reduced. New are there are general air quality reporting and publishing provisions in the directives 2004/107/EC and 2008/50/EC. They are supplemented by the Decision 2011/850/EU strictly regarding air quality data reporting (+ Commission guidance document + user guides for air quality data flows).
