Metal Packaging Europe (MPE), representing the producers of rigid steel and aluminium packaging across Europe, welcomes the opportunity to provide input to the European Commissions call for evidence on the forthcoming Circular Economy Act (CEA). Metal packaging already embodies the principles of the Circular Economy: high recycling rates, highly recyclable, resource-efficient, and economically valuable.

The current CBAM scope covers some aluminium and steel packaging products, but others are omitted, which creates loopholes and inefficiencies. This enables foreign companies to import semi-finished products and components (produced in countries where the aluminium and steel sector is often heavily subsidised) at more competitive conditions and thus circumvent the CBAM and the EU trade measures.
