It makes sense to encourage more recycling and significantly reduce the use of packaging materials with harmful environmental effects. However, this regulation does not go in the right direction. An EU regulation with national registrations is a contradiction in itself. It is not a good idea to regulate normal shipping boxes directly via the consignor.
