The co-existence of both powertrains, electric motor and combustion, is the solution. Both have their specific advantages and certainly also their disadvantages. It seems to me to be short-sighted to categorise and even prohibit the combustion engine (a highly socialist idea, noted incidentally). It is long known that the engine is not the problem, but the fuel burned for it.
