IKEM (Innovation and Chemical Industries in Sweden) welcomes the opportunity to provide comments on the draft implementing regulation determining revised benchmark values for free allocation under the EU ETS for the period 20262030. IKEM has submitted a more detailed position paper as an attachment to this response. IKEM represents the chemical, plastics, pharmaceutical and refinery industries in Sweden.
IKEM (Innovation and Chemical Industries in Sweden) thanks the opportunity to comment on the EU Commission proposal for amendments to Regulation (EC) No 1272/2008 on classification, labelling and packaging of substances and mixtures (CLP). A revision of CLP legislation is a revision of one of the most comprehensive and deep chemicals legislation in the world.

IKEM welcomes the European Commissions initiative to introduce a Biotech Act II. For IKEM, it is essential that Biotech Act II is designed broadly and cross-sectorally, encompassing biotechnology-based and bio-based solutions across the entire economy including food and feed, bio-based chemicals, plastics and materials, agriculture, industrial and environmental biotechnology, as well as marine biotechnology.
We agree that the Directive has significant EU added value and the Seville process is an important tool and should continue. For IED to interact with decarbonization and contribute to circular economy a review of the Seville process could be sufficient. Many BREFs are neither reviewed nor implemented yet, so we don’t know the Directives full performance.
