Henkel is supportive of the Circular Economy Act (CEA) and its potential to drive sustainability across Europe. We welcome the Commissions ambition to address deficiencies in waste management, while creating an EU market for secondary raw materials and reducing administrative burden on companies.

Henkel welcomes the opportunity to provide feedback to the proposed measures. From our point of view, it is important to consider additional aspects which are crucial for a good implementation and to maintain competitiveness. Please find enclosed our proposals.

We welcome the opportunity to provide comments on the draft implementing act establishing the Digital Product Passport registry under Regulation (EU) 2024/1781. We support the objective of the DPP framework to facilitate the digital exchange of product-related information across the value chain, improve transparency and to contribute to more efficient and harmonized data flows in the internal market.

As a company operating in the chemical industry and a fast-moving consumer goods company, secondary raw materials both for formulas as well as for packaging are of high relevance for Henkel. We see a transition to circularity as a responsibility shared with suppliers, partners, customers and stakeholders worldwide.

In Germany, there is a system for 1k foams that collects and recycles used 1k PU foam cans (OCF). These recyclates also include the non-removable residual content of the foam cans, the prepolymer. This prepolymer is a valuable raw material and is currently being made available to the adhesive industry for the production of new adhesives, in particular 1K PU foams.
