The Fédération Nationale Bovine (National Bovine Federation) and the Fédération Nationale des Producteurs de Milk (National Federation of Milk Producers) advocate, in the context of the revision of the IED Regulation, keeping cattle farms outside the scope of the scheme. Integration into the FDI mechanism would represent costly normative inflation, contrary to the recent simplifications undertaken by the Commission.

For the Fédération Nationale Bovine, the ‘do no significant harm’ (DNSH) principle does not apply to national and regional partnership plans (NRPP), and in particular the common agricultural policy (CAP). NRPP, and in particular the CAP, are already subject to stringent environmental conditionality, through the protective practices proposed in the post-2027 draft CAP.

From a general point of view, the FNB welcomes the European Commission’s (EC) proposal to amend the CMO Regulation in a targeted manner. The resumption of the construction of the running price, like the French EGAlim law, while taking into account national production costs, could contribute to securing farmers’ income and the volume employed. However, some of the proposed measures need to be clarified.

The Fédération Nationale Bovine welcomes the European Commission’s proposal as a signal of its awareness of the need to simplify the legislation applied to producers. Farmers’ protests in 2024, all over Europe, highlighted the pressure on their daily lives and occupations that are overburdened by administrative requirements.
