The EU Anti-Corruption Strategy should be built on three pillars: Pillar 1 Civic participation in monitoring. Participation must be built into the architecture, not bolted on as an afterthought. Corruption persists in part because those closest to it- communities, journalists, local organisations- have no formal channel through which their observations reach enforcement bodies.
