FEICA, the Association of the European Adhesive & Sealant Industry, welcomes the European Commissions Circular Economy Act as a landmark initiative to accelerate Europes shift to a truly circular model. Adhesives and sealants are essential enablers of circularity and the R-strategies throughout a products life.

For the adhesives and sealants industry, the Industrial Accelerator Act (IAA) represents both an opportunity and a risk. As a midstream enabler, A&S are embedded across multiple strategic value chains. Measures that are not carefully calibrated risk creating disproportionate administrative burdens, fragmenting supply chains and weakening competitivenesswithout delivering additional climate or security benefits.

FEICA welcomes the Commissions initiative on Biotech Act II to enhance EUs industrial competitiveness and unlock innovation. We highlight that adhesives are primarily intermediate products, serving as functional components in the manufacturing of a wide range of downstream products.

FEICA welcomes the opportunity to provide comments on the draft implementing act establishing the Digital Product Passport (DPP) registry under Regulation (EU) 2024/1781. We support the objective of the DPP framework to facilitate the digital exchange of product-related information across the value chain, improve transparency, and contribute to more efficient and harmonised data flows in the internal market.

FEICA Recommendation for a Stronger European Advanced Materials Industry Adhesives and sealants meet the criteria for advanced materials as defined by the European Commission. They are engineered and customisable; they address key economic and ecological requirements and enable strategic collaborations between partners across multiple value chains.

FEICA welcomes the opportunity to comment on the draft delegated act implementing the EUs commitments under the Stockholm Convention and adding MCCPs to the POPs list. We fully support the objectives of the Convention and the POPs Regulation. However, the proposed immediate ban on MCCPs without any transition period would have severe consequences for the construction sector and EU manufacturers.
