FEDIOL, the EU vegetable oil and protein meal industry association, representing the interests of the European oilseed crushers, vegetable oil refiners, and bottlers, welcomes the European Commissions consultation on the revision of the EU Public Procurement Directives and supports a modernised, coherent framework that creates lead markets for sustainable, innovative, and circular products.

FEDIOL, the EU vegetable oil and proteinmeal industry association, represents the interests of the European oilseed crushers, vegetable oil refiners and bottlers. Vegetable oil and protein meal manufacturing (NACE 10.41) is considered a carbon leakage sector.

EU oilseed crushing and vegetable oil refining are strategic agriindustrial activities that simultaneously serve food, feed, renewable energy and biobased materials markets. These integrated value chains contribute to EU food security, protein autonomy, energy transition, and rural economic resilience.

FEDIOL reiterates the need for policy coherence between the Renewable Energy Directive (RED), which recognises food and feed crops complying with the RED sustainability criteria as contributing to the EUs transport decarbonisation goals, and the EU Taxonomy Climate Delegated Act, which explicitly excludes food-and feed crops for the manufacture of biofuels for use in transport from counting as a sustainable…

1. Adding ex prefix to HS codes of products: The addition of the ex prefix to HS codes of relevant products that can originate from other commodities which are out of the EUDR scope is needed to denote that such products (made from out-of-scope commodities) are indeed out of scope for compliance and enforcement with EUDR. We therefore welcome the Commissions proposal to correct Annex I in this sense.

FEDIOL represents the EU vegetable oil and protein meal industry. Our members buy EU oilseeds mostly from first collectors and cooperatives, less frequently directly from farmers. They sell vegetable oils, as crude or mostly as refined vegetable oil to retailers, manufacturers of food, animal feed and non-food products. The protein meal goes to the compound feed industry.

FEDIOL, the European association representing the vegetable oil and protein meal industry, supports the objective of increasing transparency and preventing irregularities and frauds under the Renewable Energy Directive and recognises the role of the Union Database for Sustainable Biofuels (UDB) in attaining this objective.
