For architects, automatic recognition under Directive 2005/36/EC works very well. The recognition rate of around 94 % demonstrates the functioning of the system. There is a need to address the structural clarity of training pathways, the system coherence of access conditions, and the transparency and digital operability of evidence and procedures.

Europe faces a structural housing crisis driven by a systemic imbalance between housing demand and supply. The Federal Chamber of Architects (BAK) supports the objective of the Affordable Housing Act to establish a coherent, data-based EU framework enabling authorities to identify areas under housing stress and take proportionate measures. Such a framework must reflect the complexity of the housing system.
As the Federal Chamber of Architects, we support the review of the Digital Decade Policy Programme and are committed to significantly strengthening the digital capacity of the public administration. A modern, interoperable and transparent administrative infrastructure is essential for the planning and construction sector.
