The Federal Chamber of Architects (BundesArchitektenkammer — BAK) is of the opinion that the issue of renovation, conversion and further use of existing buildings should be given greater priority over the issue of new buildings, as there is considerable potential for energy savings, efficiency gains and the use of renewable energy sources that still needs to be mobilised for climate protection.

For architects, automatic recognition under Directive 2005/36/EC works very well. The recognition rate of around 94 % demonstrates the functioning of the system. There is a need to address the structural clarity of training pathways, the system coherence of access conditions, and the transparency and digital operability of evidence and procedures.

Europe faces a structural housing crisis driven by a systemic imbalance between housing demand and supply. The Federal Chamber of Architects (BAK) supports the objective of the Affordable Housing Act to establish a coherent, data-based EU framework enabling authorities to identify areas under housing stress and take proportionate measures. Such a framework must reflect the complexity of the housing system.
The BAK supports the European Commission’s objective of making housing simpler, faster and more affordable. Simplification must not be equated with one-size-fits-all deregulation. What matters is where the burden arises: EU law, national transposition, enforcement or private standards. Changes should be made where avoidable costs, multiple proofs or delays are justified.
