Farmindustria, the Italian Association of Pharmaceutical Companies representing about 200 member companies operating in Italy, welcomes the opportunity to share our feedback on the Commission Proposal on the Packaging and Packaging Waste Regulation. Farmindustria supports the European Green Deal and the EU circular economy, one of its building blocks.

Learning from Covid19, Farmindustria supports a process to update the EU regulatory framework and a more robust and flexible system to enhance pharmaceutical innovation (breakthrough & incremental) and help bring therapies quickly to as many patients as possible, implement efficient value-based assessments and strengthen EU role towards regulatory convergence.

Farmindustria, in line with EFPIA, welcomes the Commission’s proposal to create a favourable environment for the development and growth of the biotech sector and, more generally, of the entire pharmaceutical sector. It is a priority to foster an ecosystem that can adapt to future scientific and technological advancements, strengthening the EU’s competitiveness and sustainability.

Farmindustria welcomes the Commission’s commitment to make the pharmaceutical legislation pace with scientific and technological advances in order to ensure a faster patient access to therapies. Innovation in life science is advancing quickly, the regulatory procedures have to keep up as well, considering the achieved scientific progress.

Intellectual property protection is the key to promoting innovation and driving investment towards innovative production. The current IP protection system, as demonstrated by the COVID crisis, has played a crucial role in the path that innovative pharmaceutical companies, governments and research partners have successfully carried out in order to quickly respond to unmet medical needs.

Supplementary protection certificates, by restoring part of the effective duration of patent exclusivity and applying in the presence of the MA, are crucial to ensure sustainable investment in research and development of new medicines and vaccines. The COVID-19 pandemic highlighted the need to improve the Europe's capacity to establish adequate surveillance, preparedness and quick response measures for future health emergencies. Farmindustria welcomes the EC’s proposal to reinforce the mandate of the European Centre for Disease Prevention and Control (ECDC).
