The legal framework for international carbon credits shows that the EU does not consider its own 2040 climate targets to be achievable with the existing toolbox itself. Europe needs its own climate strategy based on the bioeconomy, wood products and the circular economy. Correct incoherent disincentives in ETS, CBAM, LULUCF and Nature Restoration Law. The Austrian Timber Industry Association supports the development of an EU-wide forest monitoring framework that can help to standardise information on the sustainable resources available in Europe’s forests. Currently, information on European timber resources is limited internationally, which puts a competitive disadvantage for a pan-European networked sector such as the wood industry.

The European climate targets for 2040 can only be achieved if the LULUCF targets are adapted to the real climate risks in the forest. A policy that focuses on more carbon storage in existing stocks and less forest management jeopardises forest stability, sufficient growth and the supply of raw materials, and at the same time jeopardises the achievement of objectives.

The Austrian wood industry association supports the European Union’s climate neutrality objectives and is committed to an ambitious European climate policy. However, achieving these objectives requires a regulatory framework that reflects both the ecological realities of forests and the potential of wood use.
