The European Federation of Premanufactured Building (EFV) welcomes the European Commission's initiative to evaluate Public Procurement rules. Across Europe, the public sector faces a substantial invesment gap, including an annual shortage of approximately 650.000 housing units, as highlighted in the European Affordable Housing Plan and the European Construction Strategy.

The European Federation of Premanufactured Building (EFV) represents prefabricated and offsite construction manufacturers across Europe. We submit that Europe's housing crisis is the result of structurally constrained supply-side framework conditions; not a lack of industrial capacity.

The European Federation of Premanufactured Building (EFV) thanks the European Commission for the opportunity to comment on this draft Implementing Regulation. EFV broadly welcomes the establishment of a centralised DPP registry and sees its members - industrialised building manufacturers - as well-placed to operate within this system.

EFV welcomes the Commission's intention to strengthen the Single Market for construction services. Our members already operate across borders, further integration is viewed as potentially beneficial, depending on the regulatory and economic context in individual Member States.
