European Confederation of Independent Trade Unions (CESI)

The European Confederation of Independent Trade Unions (CESI) welcomes the European Commissions initiative to review the public procurement directives. As outlined in the Call for Evidence paper, public procurement remains a strategic lever for public policy targets, accounting for around 14% of EU GDP and touching on diverse sectors essential for delivering public services and advancing EU objectives.

CESI welcomes the European Commissions decision to revise the EU Public Procurement Directives 2014/23/EU, 2014/24/EU and 2014/25/EU. With public authorities spending over EUR 2.6 trillion annually around 15% of EU GDP public procurement is one of the EUs most powerful policy tools to shape economic development, support strategic autonomy and deliver tangible social progress for workers .

CESI welcomes the European Commissions initiative to develop a new EU Teachers and Trainers Agenda. Europe cannot achieve its ambitions under the Union of Skills, the Basic Skills Action Plan, the STEM Education Strategic Plan or the broader Education Package without an attractive, well-supported and adequately staffed teaching profession.

The lack of a common corporate tax system in the EU is a burden for both multinational companies and Member States tax administrations. The existence of different tax systems and a lack of interfaces renders administrative cooperation between Member States difficult. In addition, declarations of cross-border companies are subject to a higher susceptibility to error if they are submitted under different tax systems.

CESI welcomes the European Commissions envisaged initiative to modernise the EU regulatory framework for postal and delivery services through a new EU Delivery Act under the precondition that it enhances fair working conditions.
